Position Title: Technical Writer/508 Specialist



Location:

U.S. Department of Agriculture

Period of Performance:

Start Date: One 1-year base period plus four 1-year option periods



Place of Performance:

Remote with occasional travel (~4 times/year).

Work is virtual unless otherwise directed. In-person meetings, if required.



Position Summary: The Technical Writer/508 Specialist develops, edits, formats, remediates, validates, and maintains Federal technical documentation, SOPs, reports, briefings, Business Case materials, Analysis of Alternatives materials, website/content text, training materials, and executive communications. The role ensures written products are accurate, clear, consistent, version-controlled, and compliant with Section 508 accessibility requirements before submission, posting, or release.



Key Responsibilities:

  • Develop, edit, format, and maintain technical, administrative, and executive documentation for a Federal correspondence and content management program.
  • Prepare SOPs for controlled correspondence, correspondence policy, data quality, directives and regulations, forms and reports, FOIA/Privacy Act, FACA, information collections, and records management.
  • Prepare and edit monthly report inputs, annual summary inputs, special status report inputs, executive briefings, meeting materials, presentation materials, Business Cases, Analyses of Alternatives, and technical documentation.
  • Review documents for grammar, consistency, formatting, technical accuracy, readability, and compliance with Government style or template requirements.
  • Perform Section 508 accessibility review and remediation for Microsoft Word, Excel, PowerPoint, PDF, and web/content products.
  • Use accessibility tools and manual review methods to validate headings, reading order, alt text, tables, links, color contrast, tags, bookmarks, and keyboard/screen-reader usability.
  • Maintain document templates, style standards, version history, revision logs, and document repositories.
  • Coordinate document reviews with subject-matter experts, project staff, and Government stakeholders.
  • Correct document defects and support rework before Government submission or release.
  • Support knowledge transfer and transition by preparing clean, accessible, final documentation in Government-approved formats.



Required Qualifications:

  • Minimum 2 years of experience with Federal correspondence management systems or comparable Federal tasker, case-tracking, records, or content-management systems.
  • Experience preparing technical documentation, SOPs, reports, briefings, or executive communications for Federal programs.
  • Demonstrated experience performing Section 508 document remediation and accessibility validation.
  • Experience remediating Word, Excel, PowerPoint, PDF, and web/content products for accessibility.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Adobe Acrobat Pro, PDF accessibility tools, and Microsoft accessibility checkers.
  • Knowledge of Section 508 requirements applicable to electronic documents and digital content.
  • Strong editing, proofreading, formatting, technical writing, and plain-language communication skills.
  • Ability to produce accurate, high-quality deliverables under deadlines.
  • Experience coordinating document reviews with multiple stakeholders and incorporating revisions under version control.



Education:

  • Bachelor's degree in English, Communications, Technical Writing, Information Technology, Journalism, or a related field.



Required Certification:

  • Project Management Professional (PMP) certification preferred
