Job Description

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

The Cycling & Micromobility Unit is responsible for the nation's largest network of on-street bicycle facilities (1,200+ lane-miles), enhancing street safety for all users, and increasing bike ridership in the five boroughs. The team's focus is the innovative redesign of city streets to expand and improve the bike network, with emphasis on improving connectivity between neighborhoods, increasing access to safe bicycle infrastructure across the city, and creating a more equitable transportation network that serves all New Yorkers.

The Cycling & Micromobility Unit is seeking an experienced and self-directed candidate to serve as Community Engagement Manager to oversee the Unit's public engagement and cycling activation programs. The selected candidate will provide direction to staff by establishing priorities, managing workloads, supporting professional development, and ensuring work programs and deliverables align with unit goals and agency priorities. The selected candidate will lead the planning, development, and implementation of the Unit's public engagement strategy and signature cycling activation programs, including Bike the Block, Bike Month, Biketober, and other citywide initiatives. Responsibilities include developing and launching new public engagement programs, establishing partnerships, identifying and managing grant and funding opportunities, and creating long-term strategies to support program growth and sustainability. The selected candidate will oversee the development of engagement tools and resources, including guided and self-guided rides, surveys, newsletters, web content, and other public-facing materials that support agency priorities, infrastructure investments, and neighborhood planning initiatives. The selected candidate will also coordinate the production and distribution of print and digital engagement materials, collaborate across DOT and with partner agencies, community organizations, and external stakeholders to advance engagement initiatives, and work closely with the Director of Administration to manage procurement, contracts, budgets, and vendor coordination.

Preferred Skills:
BFA in graphic design or related art/design degree, professional graphic design work experience. Superior graphic design ability and an excellent print/web portfolio. Must have extensive knowledge of graphic design, typography, color theory, digital printing process, and Fiery output. Must be expert in graphic design for social media and web, as well as an understanding of user interface and web technologies. Proficiency in Adobe Creative Suite (InDesign, Illustrator, Photoshop and After Effects), Microsoft Office Suite (PowerPoint, Word, Excel) and relational databases (such as Microsoft Access), GIS software (ArcGIS Pro, QGIS) for mapping and spatial visualization, and presentation tools (e.g., Figma, Canva, or similar platforms). Basic video editing tools (Adobe Premiere Pro or equivalent). File and digital asset management systems (shared drives, DAM platforms, or similar systems). Experience with motion graphics, animations, and video editing. Knowledge of HTML, CSS, and basic JavaScript (not mandatory but preferred).Excellent organization skills and an ability to focus on details and respond quickly to requests; strong analytical/critical thinking skills; ability to write and communicate clearly; excellent time-management skills; demonstrated interest in cycling and the built environment of NYC; willingness to work in the field in all seasons, traveling by bike, walking, or using mass transit.

Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
